In the Netherlands, mobility is undergoing a transformation. With the rise of hybrid working and increasingly stringent climate targets, commuting is no longer just a personal choice-it is a strategic opportunity. Since July 2024, Dutch companies with 100+ employees must report CO₂ emissions from commuting and business travel under the new Work-related Passenger Mobility (WPM) regulation. This includes cars, trains, bicycles, walking-even the energy consumption of working from home (Business.gov.nl).

These emissions fall under Scope 3, category 7, which relates to employee travel in vehicles not owned by the company. For many hotels, this category can account for as much as 15% of total Scope 3 emissions-a powerful lever for change.

The good news? Dutch workers are already embracing more sustainable ways to travel. In fact, the number of people cycling to work increased by 57% between March 2024 and March 2025 (DutchNews). Employers are capitalizing on this with smart mobility benefits such as public transport cards, shared electric vehicles and flexible travel allowances.
